EU introduces final protective measures for some ferroalloys

The European Commission has introduced final protective measures against the import of certain ferroalloys into the EU for three years, until November 17, 2028, Kallanish notes.

These measures introduce tariff quotas for specific countries by product type, which allows for duty-free import of certain volumes. Imports exceeding the quota can still be imported duty-free if the price exceeds the established threshold; if the price is below it, duties will be applied to close the gap with the threshold.

Protective measures apply to all third countries, including EEA members Norway and Iceland, but are designed to minimize disruptions to the EU's integrated value chain. The Commission will hold three-month consultations with Norway and Iceland and closely monitor the impact of this measure to improve the sustainability of the supply chain, the statement said.

This decision was made following an investigation launched in December 2024, which found that increased imports caused by global overcapacity, trade restrictions in other markets and tariff increases were causing serious damage to ferroalloy producers in the EU. Imports of related products increased by 17% between 2019 and 2024, reducing the share of EU manufacturers in the market from 38% to 24%.

"The EU cannot allow the strategic industry to collapse under the weight of growing import pressures. The TRQ-based safeguards, developed in close coordination with our industry, are a necessary and responsible step to protect our industrial sustainability," Maros Sefcovic, EU Commissioner for Trade and Economic Security, Interagency Relations and Transparency, said in a press statement.

These measures apply to ferromanganese, ferrosilicon, ferrosilicon manganese and ferrosilicon magnesium in accordance with the CN codes 7202 11, 7202 19, 7202 21, 7202 29, 7202 30 and 7202 99 30.
