France to expand solar and wind energy production with 1.1 billion euro aid

The European Commission announced that it has approved a 1.1 billion euro French state aid program aimed at supporting strategic investments in the production of environmentally friendly technologies in line with the objectives of the EU Clean Industry Agreement.

This measure was evaluated and approved as part of the Clean Industrial Agreement (CISAF) state aid program, adopted on June 25, 2025. This is the eighth clean technology production program approved by CISAF, bringing the total authorized support to over 10 billion euros.

The focus is on solar energy, wind, batteries, and heat pumps.

Under this scheme, France will support investments aimed at expanding domestic production capacities in the field of zero-use technologies listed in annex II to CISAF.

Acceptable technologies include solar panels, offshore and onshore wind technologies, heat pumps, and rechargeable batteries. The measure also applies to key components of these systems, as well as related raw materials.

The assistance will be provided in the form of tax benefits and will be available throughout France. The program will be valid until December 31, 2028.
