EU fixes loophole in misuse of TRQ for rebar

The European Commission has amended its safety measures for steel by introducing new TARIC subcodes to distinguish rebar from commercial ingots and ensure proper classification into the relevant TRQ categories, Kallanish notes in the Official Journal on April 10.

Changes occur without scaling up or changing duty-free volumes.

This measure is aimed at product categories 12 (trade bars) and 13 (fittings), where from 2025 significant volumes of fittings have been imported into the commodity bullion category by slightly changing the chemical composition to access larger duty-free quotas.

This led to an abnormal increase in imports under the CN 7228 30 69 code, by about 250% in 2025, undermining the guarantee system, distorting traditional trade flows and limiting access to quotas for real suppliers and users of bullion.

To eliminate this workaround and restore market balance, the Commission has introduced new TARIC subcodes, assigning rebar ingots the code 7228 30.69 11 and other products under 7228 30 69 99.

The decision takes effect immediately.
