The European Commission has approved new melting and casting proof requirements for steel imports, subject to the EU Steel Regulation. According to these requirements, starting from October 1, importers must provide a mill test certificate (MTC) indicating the country of melting and casting and the heat treatment number, Kallanish notes in the Official Journal of the European Union dated August 31. ,
,If any of these details are missing from the MTC, the Customs authorities may accept additional evidence containing the missing information. These may include invoices, invoices, quality certificates, purchase orders or contracts, supplier declarations, cost accounting and production documents, customs documents of the exporting country, commercial correspondence or product descriptions.
D During the one-year transition period from October 1, 2026 to September 30, 2027, the same documents may also be accepted as independent evidence when the MTC cannot be provided, provided that they indicate the country of smelting and bottling, as well as the furnace number. After September 30, 2027, this provision on the provision of a separate document expires.
If additional or independent evidence is provided, the Customs authorities must carry out a documentary check.
The country of melting and casting must be indicated in the tariff documents using codes.
The lack of proper and verifiable evidence will result in import refusal.
