Deputies of the Verkhovna Rada have eliminated the discriminatory norm from the draft law on subsoil
The profile committee of the Verkhovna Rada has excluded from the bill No. 4187 "On Amendments to Certain Legislative Acts of Ukraine Concerning Support for the Development of Domestic Subsoil Use Industries" the discriminatory norm opposed by the National Association of the Extractive Industry of Ukraine (NADPU).
In particular, we are talking about the clause according to which it was assumed that companies that want to renew the license for production must pay an additional 20% of the price for it from the amount that they have already paid when buying a special permit. That is, we are talking about a situation when investors first buy the full right to extract all mineral reserves located in a particular subsoil area, after a while they risk losing this right if they do not pay for it again.
“It seemed unfair that the subsoil user, having received permission, honestly paid the fee for all 100% of the mineral reserves that he planned to use, and again had to spend the funds again. Especially, this is unacceptable now, when all special permits are bought at public auctions, and their cost increases tenfold from the original. I am very grateful to the people's deputies who insisted on excluding this norm and paid attention to the warnings of business. After all, for years this payment was collected unreasonably and, moreover, selectively, "- the executive director of the Association, Ksenia Orinchak, commented on the decision.
