Russian feds spoke in support of the Ukrainian Interpipe

the Federal Antimonopoly service (FAS) of the Russian Federation opposed return the Eurasian economic Commission (EEC) anti-dumping duty in the amount 34,22% for railway wheels Ukrainian industrial group, Interpipe. The feds say that the market with a share of more than 50% is dominated by Vyksa steel works (VSW) of United metallurgical company (OMK) and Interpipe does not lowers the price relative to Russian producers.

In the letter head of the FAS Igor Artemyev, the head of Ministry of Economics Maxim Reshetnikov, at the same time the head of the Subcommission on customs tariff and nontariff regulation, protective measures in foreign trade of the government Commission on economic development and integration States that, according to the FAS, "signs cutting prices on wheels manufacturing Interpipe relative prices of Russian producers do not exist", as well as reason to believe that deliveries to the territory of the Russian Federation in the period of suspension of duty caused harm to the Russian manufacture of wheels.

Also today, FAS Russia is considering a case on violation of Antimonopoly legislation VMZ in the period from 2019.

In 2020, the projected decline in demand for steel solid-rolled wheels, says Mr. Artemyev.

"the Renewal fees may result in keeping prices of domestic producers on high level, which will negatively affect the state of competition in the market and the interests of consumers, including the cost of providing freight cars for the transport of goods", — said in the letter.

Duties on steel wheels from Ukraine was first introduced by the Eurasian economic Commission (EEC) in April 2018 for the treatment of the Russian manufacturers of wheels, the Vyksa metallurgical plant (VMZ, part of OMK Anatoly Sedykh) and Nizhny Tagil metallurgical plant (NTMK) Evraz Roman Abramovich and partners.

In July 2019, on the background of acute shortage of wheels that forced the Russian railway to import them from China, ECE postanowili the effect of import duties for Interpipe until 1 June. Now the EEC, as well as the Ministry of transport and Russian Railways, found that the situation has changed, the deficit turned to surplus and the continued suspension of duties is impractical. It was opposed by the railway operators, the argument of which was that the price of solid-rolled wheel is still not significantly decreased well.d. the wheels are still three times more than in 2015.
