The US Department of Commerce has published a "black list" of Russian and Chinese companies
The US Bureau of Industry and Security (BIS) will amend the Export Control Regulations (EAR) by adding new list " military end users "(MEU ) with which it is prohibited to trade, consisting of 103 organizations, which includes 58 Chinese and 45 Russian companies.
The US government has determined that these entities pose an unacceptable risk of being used or diverted for "military end use" or "military end users" in China, Russia, or Venezuela.
