Ukraine will be transferred to biogas and biofuel
Among the priority legislative initiatives of the Ministry of Energy and State Energy Efficiency is to create favorable conditions for the development of domestic bioenergy. This is a promising area that can reduce dependence on imports of traditional energy resources.
According to statistics, last year alone, $ 3 billion was paid for gas imports. Therefore, the Ministry of Energy with the State Energy Efficiency, as well as the expert community, incl. Bioenergy Association of Ukraine, representatives of specialized associations have prepared a number of important draft laws of Ukraine in bioenergy.
Draft Law on the Development of a Transparent and Competitive Market for Solid Biofuels
For this, it is proposed to apply European experience and establish a unified system of electronic commerce for solid biofuels. It is also planned to approve the requirements for the quality of biofuels, which will be sold through the system, and administrative liability for violation of trade requirements is provided.
This will increase the production and trade of solid biofuels, establish transparent pricing, provide energy generating capacities with high-quality raw materials and, as a result, contribute to the production of energy “not from gas”.
By channeling about 40% of agricultural waste for energy needs, about 10 billion cubic meters of gas can be replaced per year.
Bill on the exemption of biofuels from CO2 tax
In the world, biomass is considered CO 2 - a neutral fuel, because when it burns carbon dioxide is formed as much as was absorbed by plants during growth.
Therefore, the abolition of the tax on CO2 emissions 2 for enterprises burning biomass will be another step towards bringing Ukrainian legislation to EU standards.
The adoption of such a bill will also have a positive effect on the investment attractiveness of bioenergy projects.
Energy Plants Promotion Bill
The purpose of the bill is to simplify the administrative and tax burden on enterprises that plan to grow energy plants, and create favorable conditions for this type of activity at the legislative level.
The adoption of the bill will contribute to the efficient use of marginal lands (about 4 million hectares) for energy purposes, the restoration of their fertility and the production of raw materials for energy generation.
The use of energy crops from 4 million hectares of marginal lands will make it possible to replace the equivalent of up to 20 billion cubic meters of gas per year.
At the same time, the issue of developing the sphere of production and use of biomethane is being worked out.
The potential for biomethane generation will allow replacing about 8 billion cubic meters of gas per year. In addition, biomethane can be exported to the EU.
