Ukrzaliznytsia will buy 100 passenger cars without a tender for the "negotiation procedure"
On June 14, Ukrzaliznytsia announced a negotiation procedure for the purchase of passenger cars and the implementation of the corresponding budget program for the renewal of passenger rolling stock. The first batch of cars is to be delivered this year. This was announced by the acting. Ivan Yurik, Chairman of the Board of JSC "Ukrzaliznytsia".
According to the head of the company, these cars will be purchased through a negotiation procedure.
“This year, for the first time in history, the budget allocated 4 billion hryvnia to us, of which 3 billion are spent on updating rolling stock for passenger traffic. Yesterday, a meeting of the tender committee was held, which announced on the Prozorro platform its intention to conclude an agreement with the Kryukov Carriage Works, which has successfully passed all qualification procedures. Now the countdown of 10 days has started, during which the participants will have the opportunity to appeal, but we hope that there will be no such appeals, since all the norms of the law have been observed, ”noted Ivan Yurik.
In general, Ukrzaliznytsia plans to order 100 new passenger cars, which will replenish popular passenger trains. The terms of the contract stipulate that the first batch will be ready for operation within 6 months from the date of conclusion of the contract, and the rest - in a maximum of 12 months, that is, just before the "high season" of transportation in 2022, the entire order must be fully prepared.
As a reminder, back in February Ukrzaliznytsia announced a tender for the purchase of 100 railcars and invited 8 leading manufacturers from around the world to participate. But only one of them was able to meet the technical requirements and delivery times within 12 months. Therefore, the tender procedure did not take place.
Ukrzaliznytsia found an alternative way to use public funds as efficiently as possible: after receiving the relevant expert conclusions, they entered the negotiation procedure. This is stipulated by the Law of Ukraine "On Public Procurement" for cases when, due to technical reasons (in this case, the tight deadlines for the use of budgetary funds), competition is limited.
As reported in Ukrzaliznytsia, as a result of the procedure, they reached the negotiated price of the car, which the company will receive in 2021-2022, indexed by only 6% (in the basic configuration) to the price of the previous tender delivery in 2018.
"After exhausting negotiations, the manufacturer found an opportunity to meet the requirements of Ukrzaliznytsia as much as possible, taking into account, among other things, the state's ambitious plans to continue investing in the renewal of passenger rolling stock," the railway company said.
In 2020, Ukrzaliznytsia acquired 28 passenger cars for its own funds and 1406 - updated it with various types of repairs.
