What are the restrictions for the construction industry in various quarantine zones of Ukraine?
The quarantine in Ukraine, which was established from March 16, 2020 in connection with the prevention of the spread of the COVID-19 coronavirus pandemic, was recently modified.
Since August 1, 2020, additional restrictions have been introduced in Ukraine, which are determined in accordance with the "zone " in which the settlement or the entire administrative-territorial unit falls. These zones are divided into "green ", "yellow ", "orange " and "red ".
By default, the entire territory of Ukraine is included in the "green " zone. Once every seven days, the State Commission on Technogenic and Environmental Safety and Emergencies establishes a list of territories belonging to zones other than the "green ". This assignment is made in accordance with certain criteria and can be revised no earlier than after 14 days.
The criterion for establishing zones is the number of new cases per 100,000 population.
Yellow refers to those where 40-120 cases /100 thousand population in cities with a population of less than 70 thousand and 40-80 - in cities with a population of more than 70 thousand
For the orange zone, these indicators are 120-240 /100 thousand and 80-160 /100 thousand.
Red - exceeding the national average incidence rate of COVID-19 per 100 thousand population for 14 days by more than 5 times.
Additional restrictions are imposed on cities that are located in zones other than "green ".
No restrictions directly related to the work of construction sites are not established by the decree of the government of Ukraine and its laws. The main restrictions that may apply to construction companies are restrictions on the transportation of employee passengers.
Additionally, in accordance with the requirements of Ukrainian legislation, local councils and administrations may establish stricter restrictions on the quarantine regime.
According to the provisions of Ukrainian legislation, quarantine compliance checks can be carried out by law enforcement agencies and the State Food Service.
Responsibility lies with officials or those responsible for business entities.
In general, the owners, as well as managers and other officials of enterprises, institutions and organizations, regardless of their form of ownership, are obliged, within the limits of their authority, to assist medical workers in the implementation of measures to protect the population from infectious diseases.
Thus, it is recommended to provide all employees (including those working at the site) with personal protective equipment, including:
- gloves
- masks /respirators;
- safety glasses /shields.
