The European Commission has announced the launch of a new consultation process to gather feedback on critical aspects of the Carbon Emissions Regulation Mechanism (CBAM), which will enter its financial phase in January 2026. This initiative is part of an ongoing effort to simplify CBAM regulation, improve cost-effectiveness, and provide more legal clarity to businesses. The feedback window will be open until September 25, 2025.
Purpose of the consultation
The consultation suggests discussing how to determine carbon emissions associated with CBAM products, rules for matching CBAM certificates with free distributions under the EU Emissions Trading System (ETS), and establishing rules for deducting carbon costs already paid in exporting countries.
Who is it aimed at?
The consultation is open to a wide range of stakeholders, including businesses in the EU and other countries affected by CBAM, competent national authorities and customs officers responsible for enforcement, third-country authorities involved in carbon pricing schemes, and scientists and researchers were invited to submit research and data to support policy development based on actual data.
