On Monday, November 24, the mood in the domestic hot-rolled steel market in Europe remained cautious. Buyers are gradually agreeing to the price increase, but transaction volumes are still far from the optimistic goals of manufacturers.

The market is also digesting news about the leaked preliminary default values and benchmarks under the Carbon Boundary Adjustment Mechanism (CBAM), which is expected to take effect on January 1, 2026 and will affect the final cost of imported steel products.

In Northern Europe, market participants estimated reasonable prices for rolls for January delivery at mainly 610-620 euros (702.20-713.70 US dollars) per ton from the factory, with some orders placed within this range.

At the same time, the planned prices for raw materials for the plants remained at the level of 620-650 euros per ton.

One of the buying sources mentioned a possible price of 630 euros per ton in the near future, but this level has not yet been widely used in transactions.

The daily HRC index for Fastmarkets steel, for domestic consumption, for Northern Europe on Monday was 615 euros per ton, which is 2.20 euros more than 612.08 euros per ton on November 21.

The indicator increased by 2.50 euros per ton week-on-week and by 14.20 euros per ton month-on-month.

The buyer noted that traders working with imported materials can place orders now, but hold on to stocks in anticipation of higher prices in 2026, which may give local factories the opportunity to achieve further price increases.

Traders are increasingly offering DDP-based import deals, assuming the associated risks on the seller's side, but buyers remain cautious.

It was reported that HRC of Asian origin, which is scheduled for delivery in April, will be available for purchase at a price of 595 euros per ton in Maastricht.

In Italy, January delivery prices ranged from 600-620 euros per ton from the manufacturer, depending on the manufacturer.

The estimated real prices still did not exceed 600 euros per ton from the factory.

The daily HRC index for steel from Fastmarkets, for domestic consumption, with delivery to Italy, calculated on Monday, amounted to 603.75 euros per ton, which is 1.87 euros higher than 601.88 euros per ton on Friday.

The indicator increased by 3.75 euros per ton week-on-week and by 13.75 euros per ton month-on-month.
