In the case of contracts worth more than 1 million pounds, departments will assess whether the work can be done more efficiently on their own. Companies will also be encouraged to offer local employment, professional development and apprenticeship programs to strengthen their offerings and support a modern industrial strategy. According to the additional requirements introduced for the steel sector, departments will either use British-made steel or will have to provide justification when purchasing steel from abroad. This measure also supports the UK Steel strategy announced last week. New measures will be taken to ensure national security, support UK businesses and workers, reduce waste and ensure more efficient use of government spending. Cabinet Office Minister Chris Ward said the reform package applies to all UK businesses and workers, stressing that government spending should go beyond simply buying goods or services and help create jobs, develop skills and strengthen communities. As part of the new public interest compliance test, an assessment will be made of whether outsourcing contracts worth more than 1 million pounds can be performed more efficiently on their own. Departments will also publish and report annually on targets for the social value of contracts exceeding 5 million pounds. This process will cover more than 90% of the central government's contracts. To optimize the commercial process, new artificial intelligence-based tools will be developed, contract terms will be simplified, and bidding processes for small businesses will be managed through a centralized platform.
