Purchase of heavy plates in Europe: plate in the EU is stable as CBAM costs assume minimum prices

Activity in the European rolled steel market was limited during the week to May 8, but this did not lead to any significant price changes.

"Demand for plate products is declining, but the market is not completely dead yet, and some volumes are being sold," said the Italian buyer.

Italian distributors conclude deals for s235jr/s275jr rolled products at a price of about 750 euros per ton for large shipments and 760-780 euros per ton for small shipments.

Despite the lack of demand support, prices for rolled products are unlikely to decrease due to the high costs of steel mills, especially for rolling rolls.

European processors have traditionally relied on imported semi-finished products, and after the introduction of duties taking into account the mechanism for regulating carbon dioxide emissions (CBAM), they have virtually no opportunity for discounts.

There have been offers for the supply of slabs from China at a price of 600-610 US dollars per ton CIF. It is expected that the next round of purchases will be carried out at the level of about 600 USD per ton of CIF.

Suppliers must take into account CBAM duties, which, according to their estimates, amount to about 50-80 euros per ton. However, until exporters pass the necessary verification, which will take place in 2027, and imports are cleared in 2026, European importers face the risk that duties will be calculated using default values, potentially leading to significant cost increases.

Domestic prices were supported by a reduction in production capacity, as two Italian distributors, Metinvest and Marcegaglia, stopped production at their rolling mills.

In Germany, domestic prices for s235jr plates were reported to be 800-850 euros per ton from the factory.
