The European Commission has decided to register the import of welded steel mesh produced in Turkey and China. This measure opens up the possibility for the subsequent application of anti-dumping duties retroactively.
According to the EU Implementation Regulation, published in the Official Journal of the European Union, products made of simple wire connected by welding at intersections are subject to registration. We are talking about grilles, chain link and fences.
This category includes products without coating, galvanized, coated with zinc or other materials, as well as those supplied in rolls or without them. They are classified by CN codes 7314 20 90, 7314 31 00 and 7314 39 00.
The customs authorities of the EU member States have been instructed to register imports of relevant products originating from Turkey and China. The registration period will be nine months from the date of entry into force of the regulations.
However, the registration decision itself does not mean the immediate imposition of final anti-dumping duties. If the investigation determines that there are grounds for this, duties may be applied retroactively to registered imports.
In the complaint that became the basis for the investigation, the dumping margin for the period from October 1, 2024 to September 30, 2025 was estimated at 26-73% for China and 44-51% for Turkey.
It also stated that the level of damage removal is 18% for China and 41% for Turkey. These figures are preliminary in nature and do not reflect the possible final duty rates, which will be determined based on the results of the investigation.
On June 3, 2026, the EU launched an anti-dumping investigation into steel mesh imports from Turkey and China. The reason for it was a complaint filed on April 20, 2026 by the European Association of Welded Steel Mesh Manufacturers, which unites more than 25% of the total production of such products in the European Union.
