The European Commission has announced that it has introduced mandatory registration for the import of certain types of cold-rolled flat products from India, Japan, Taiwan, Turkey and Vietnam.

This measure will allow the EU to impose retroactive anti-dumping duties if an ongoing investigation confirms that these imports are entering the EU market at unreasonably low prices.

This is a proactive step regarding possible retroactive duties.

The Commission said there was sufficient evidence that imports from the five countries had increased significantly and were possibly entering the European Union at low prices, undermining the position of EU producers. By initiating registration, the EU ensures that any future anti-dumping duty can be lawfully applied to goods imported 90 days before the introduction of interim measures.

The investigation, covering the period from July 1, 2024 to June 30, 2025, was launched on September 18 following a complaint from EUROFER, which alleges that the import of these products originating from India, Japan, Taiwan, Turkey and Vietnam is carried out by dumping companies, as it was previously reported that SteelOrbis.

According to the allegations contained in the complaint requesting the start of an anti-dumping investigation, the dumping margin is estimated to range from 3.2% to 31.3%.

What will happen next?

After registration:

  • The anti-dumping investigation is ongoing, and the damage, dumping margin, and impact on the market are being investigated.
  • The Commission may impose temporary anti-dumping duties for several months if the evidence confirms the measures taken.
  • Depending on the final findings, final fees may follow, which may be retroactive to the registration date.
