The Ministry of Economy of Ukraine has submitted for public discussion a draft resolution of the Cabinet of Ministers, which proposes to introduce licensing and quotas for exports of ferrous scrap with the establishment of a zero quota for 2025.
Appropriate changes should be made to Appendix 1 of Cabinet of Ministers Resolution No. 1481 dated December 24, 2024, which defines the list of goods whose export and import are subject to licensing, as well as annual quotas.
We are talking about ferrous scrap, which is classified according to the UKTVED 7204 code. If a decision is made, the actual export of scrap metal will be prohibited, since licenses will be issued only within the approved quota, which will be zero.
This approach has already been used in Ukraine before, in particular during periods of peak demand for raw materials for domestic metallurgy. The new government initiative is related to the desire to ensure a stable supply of raw materials to the domestic market, including for enterprises that increase production in the face of war.
According to the law "On the fundamentals of state regulatory policy in the field of economic activity", the draft resolution, the explanatory note and the analysis of regulatory impact are already available for public discussion. Suggestions and comments on the project can be submitted in the prescribed manner.
