The European Union has rejected Russia's request for consultations on a package of measures to adjust carbon borders (carbon levy). The reason was called the "aggressive war" of the Russian Federation against Ukraine.

The agency writes that earlier in May, the Russian Federation requested consultations with the EU at the WTO (World Trade Organization) regarding its border fee for elections. This, in turn, is the first step "in a dispute before the start of official proceedings." The answer was as follows:

"The European Union considers that the consultations requested by the Russian Federation cannot be fruitful and cannot lead to a mutually acceptable solution to the issue under consideration," the EU document submitted to the WTO on May 26 says.

If Russia exports steel, fertilizers, cement, etc. to the EU, then energy with high carbon dioxide emissions is used during their production.

In this regard, the EU requires to pay an import fee for this. The goal is to ensure that goods from, roughly speaking, "dirty" countries do not have an advantage over goods from the EU, where manufacturers already pay for emissions.

Thus, the SWAM (Carbon Border Adjustment Mechanism) is a "fee for entry" into the European market.
