The European Business Association emphasizes the need to revise the goal of reducing CO₂ emissions by 2035 to better match the economic realities in Ukraine.

"In conditions where a significant part of enterprises have lost production capacity or suspended work, the main burden of implementing climate solutions is placed on companies that continue to operate. Under such conditions, enterprises face limited opportunities to invest in decarbonization without additional external support," the association said in a statement to the First Deputy Prime Minister of Ukraine, Minister of Economy of Ukraine, Minister of Energy of Ukraine, Minister of Environmental Protection and Natural Resources of Ukraine, and the Verkhovna Rada Committee on environmental policy and environmental management.

The EBA notes that in the current reality, the current goal of reducing emissions by 68-73% by 2035 from 1990 levels may be quite ambitious.

According to estimates by the Kiev School of Economics, as of 2025, the losses of Ukrainian industry, construction and services amount to $14.4 billion, more than half a thousand enterprises have been destroyed or damaged. In addition, according to research, greenhouse gas emissions related to the war reached 230 million tons of CO2 equivalent in three years. In 2024, they increased by 30% compared to 2023.

Taking into account the existing challenges, business suggests considering the possibility of reviewing Ukraine's climate commitments. In particular, it is proposed to provide a mechanism for adjusting the climate target- for example, three years after the end of martial law. This approach will ensure a balance between Ukraine's international obligations and its economic capabilities.
