EUROMETAL participated in the 3rd meeting of the Informal Group of Experts on the Mechanism for Regulating Carbon Dioxide Emissions (CBAM), held on May 15, 2025, and was represented by its President Alexander Julius.
The Expert Group established by the Director General of TAXUD of the European Commission plays an important advisory role in the development and implementation of CBAM. Its main mission is to support the Commission in preparing legislative and non-legislative measures and to facilitate the effective exchange of knowledge, best practices and technical conclusions between stakeholders and Member States.
The Group contributes by assisting in the implementation of existing EU legislation, programmes and policies; assists in the preparation and implementation of delegated acts; discussing legislative proposals and policy initiatives; coordinating with national authorities and developing dialogue between the EU and submitting expertise to the Commission ahead of the same procedure.
During the session, EUROMETAL President Alexander Julius raised serious concerns about the lack of clarity on what the average ETS (Emissions Trading System) price for 2026 is and how this uncertainty, combined with the still uncertain benchmark factor, could pose a significant and unpredictable cost burden on the European and processing industries.
EUROMETAL called for the early establishment of a modest and realistic benchmark factor that would enhance predictability and reduce the risk of overloading the steel value chain during the critical early stages of CBAM implementation.
As a representative of the Voice of Europe steel distribution, service and trading industries, EUROMETAL continues to actively participate in CBAM policy discussions to ensure that the framework is fair, efficient and conducive to industrial competitiveness and environmental challenges.
