European lawmakers agree on compromise over EU automotive package

The European People’s Party (EPP), Renew and S&D groups have reached a compromise on the EU automotive package ahead of a vote in a parliamentary committee. The parties have maintained the overall course toward decarbonization while granting manufacturers significant flexibility, Autoactu reports.

The agreement calls for vehicle CO₂ emissions to be cut by 55% by 2030 and by 95% by 2035, compared with 2021 levels. However, 3 percentage points of the 2030 target and 7.5 points of the 2035 target may be credited through the use of “green” steel and other mechanisms. Until 2033, non-food biofuels will be counted as a zero-emissions source.

Automakers will also be allowed to average their compliance figures over the 2028–2032 period. Electric vehicles made in the EU will receive a multiplier of 1.2, while models shorter than 4.2 meters will receive a multiplier of 1.4. An additional incentive will be provided through social leasing programs.

The targets for corporate fleets remain in place: electric vehicles are to make up 45% of fleets at large companies by 2030 and 80% by 2035. However, these targets will not be legally binding, and there will be no fines for failing to meet them.
