In a notification published by the World Trade Organization (WTO) on June 11, 2025, the European Union (EU) announced plans to change protective measures for imports of certain types of steel products.
According to the notification, these changes apply to products of category 17, which is defined as "angles, profiles and sections made of cast iron or non-alloy steel".
Earlier, the EU introduced a single system of "global quotas" applicable to all countries, abolishing country quotas for Turkey, Great Britain and Korea after Ukraine. In 2022, the country suspended exports of this group of goods due to the war.
However, the EU Commission has found that the restriction imposed under this global quota system, which limits the quota share of any country to 15%, has caused trade volumes of some traditional suppliers to fall below historical levels.
Accordingly, the Commission proposed a resolution lifting the 15% quota limit and reintroducing country quotas for Turkey, the United Kingdom and Korea. According to the report, if adopted, this decree will enter into force on July 1, 2025. In addition, country-specific quota holders will not be able to use the "residual quota" in the last quarter of the protection year.
The proposed measures will be in effect until June 30, 2026, with a gradual liberalization of 0.1% per year.
The notification also stated that meetings with the relevant exporting countries would be held in Brussels or online between 12 and 19 June 2025, and that members wishing to request advice in this context could contact the EU Delegation or the Commission.
