The European Steel Producers Association (EUROFER) said that the latest OECD data released in Paris confirms the deepening of the global steel crisis and called on the European Union to promptly implement new measures in the field of steel trade.
According to the OECD, global steel production overcapacity reached approximately 640 million tons in 2025, exceeding total steel production in OECD countries by more than 200 million tons. During the same period, global steel production capacity increased to a record high of 2.4 billion tons.
. Axel Eggert stated that the OECD's findings clearly show that global steel overcapacity is not only at a high level, but also continues to increase, adding that this situation poses a serious threat to steel production, investment and employment in Europe.
EUROFER stressed that the new EU steel trade measure, which is currently under negotiation, is crucial to prevent further market instability. It is reported that the proposed system includes a tariff quota (TRQ) mechanism aimed at maintaining imports at a controlled level without completely stopping them, thereby protecting the EU market from a global oversupply of production capacity and redirection of trade.
The Association warned that any weakening of this measure would reduce its effectiveness, and also indicated that the current protective measures expire in June. Eggert urged the EU negotiators not to weaken the new trade measures and to implement them without delay.
EUROFER warned that any resulting gap could make the European steel market vulnerable at a critical moment.
