Ukrzaliznytsya JSC announced its intention to conclude a framework agreement in the Prozorro system for the supply of rolled metal products by the end of 2026. This is reported by Rail.insider with reference to information from the society.

It is noted that this was done with the aim of "stable supply of materials for the repair of rolling stock at market prices."

The announcement was preceded by preparatory work involving customers and suppliers. So, at the end of May, a round table was held, during which the details and schedule of the procedure were discussed: nomenclature, volumes, technical requirements for products, as well as a draft agreement with the terms of payment and delivery.

The mechanism of framework agreements has been chosen for the purchase. It allows you to quickly select suppliers specifically for the needs of a particular month on the most favorable market conditions — without creating excess inventory and minimizing risks for both sides.

The total initial purchase price under the Framework Agreement is UAH 573 million. Up to 10 suppliers can be involved, which opens up the possibility for broad competition. Applications are accepted until 10:00 a.m. on August 7. The framework agreement is valid until the end of 2026.

After the conclusion of the agreement, Ukrzaliznytsia plans to conduct regular selections among the participants (1-2 times a quarter) for the needs of a specific period. This will make it possible to permanently abandon the "discharge" mechanism in long-term contracts and at the same time have stable guaranteed security.

If the first framework agreement is successfully applied, Ukrzaliznytsia plans to expand the practice of using this instrument to other nomenclature groups.
