By the end of 2025, industrial production in Ukraine fell by 2.4% compared to 2024. This is evidenced by the data of the State Statistics Service.

In January-November 2025, the decline was 2.5%. But in December, the decline accelerated to 3.5% year-on-year.

Among the factors that influenced the dynamics of industrial production during the year, the Ministry of Economy considers:

  • energy prices rise (by 12.4% in November alone);
  • energy risks;
  • military factors and logistical problems that have particularly affected the metallurgy and mining industries.

At the same time, government orders for defense products had a positive impact on the industrial situation, according to the Ministry of Economy. In particular, they supported the mechanical engineering and processing industry.

In addition, according to the State Statistics Service, construction volumes in the country in 2025 increased by 12% compared to 2024. This partially compensated for the industrial losses.

Analysts from the Ministry of Economy note that structural changes, such as an increase in the share of mechanical engineering to 9% of total production, may contribute to the recovery of industry in 2026.
