The Chinese corporation HBIS Tangsteel plans to build a metallurgical plant in the Primorsky Territory of the Russian Federation, one of the main partners of which will be the Zvezda shipbuilding complex in Bolshoy Kamen.
A delegation from the PRC arrived in the region to discuss on the spot with the regional leadership the details of the project. According to the regional administration, the meeting with investors was held by the first vice-governor Vera Shcherbina. The event was also attended by the Director of the Investment Agency of the Primorsky Territory Dmitry Yamshchikov and the director of the project department of the Investment Agency Mikhail Lazarev.
“Previously, the place for the future plant has been determined. In the near future, the partners intend to work out issues related to the construction of the power plant, the creation of capacities for the gasification of the plant and the development of the water area, ”the administration said.
Within the framework of the negotiations, it was noted that the regional leadership is ready to provide all kinds of support to the Chinese partners in solving land, property, personnel and other issues. However, there are also a number of requirements that must be met when implementing a project. In particular, we are talking about the environmental safety of production, the priority of employment of local residents and the registration of an enterprise directly in Primorye to ensure tax revenues to the regional budget.
"All the equipment that we plan to install is modern and meets all international standards for environmental protection," promised the head of the delegation - executive director of the Silk Road Planning and Research Center Yang Jun.
HBIS Tangsteel is a subsidiary of one of the largest metallurgical enterprises in China, Hebei Iron and Steel Group, with an annual steel production of 46 million tons.
The interest of the Chinese in the Primorsky Territory is far from accidental: the PRC authorities are pursuing a policy of stopping and liquidating outdated and environmentally harmful metallurgical facilities, and also encouraging the transfer of steel facilities outside China. Over the past couple of years, Chinese investors have built plants for the production of coated steel in the Vladimir region and Tatarstan, as well as an integrated automobile plant in the Tula region.
