The Ukrainian Sea Ports Authority (USPA) announced the beginning of the process of public discussion of the concept corporate strategy of the state-owned enterprise until 2025. The collection of proposals for the draft updated strategy will last until the end of November 2019.
The final version will be approved by the Supervisory Board of the enterprise and sent for approval to the Minister of Infrastructure of Ukraine by the end of this year.
The draft Strategy will also be sent for review to the Office of the President, the Committee on Transport and Infrastructure of the Verkhovna Rada of Ukraine and the Government of Ukraine.
Among the priority issues to be addressed by the USPA strategy, the following should be identified:
- streamlining land-use issues within ports and transport communications on which their work depends;
- a responsible public-private partnership with clear obligations and guarantees of the parties, determined by the contract and responsibility for the result;
- modern financial management - transparency of capital investment assessment, making informed decisions on project implementation, financial reporting that meets international standards;
- increasing work efficiency - restructuring in accordance with modern requirements of port management, introducing digital services, simplifying all procedures related to the provision of services;
- transparency and constant dialogue with the port community - constant discussion with government and business representatives on the main directions for the development of the industry and projects that should comply with government policy and create conditions for business development and investment attraction.
The result of the implementation of the Strategy will be the corporatization of the State Enterprise "USPU", the transition of the management system of the seaports of Ukraine to the "port-landlord" management model, the further development of international trade through the seaports, provision of conditions and services of the European level, ensuring the implementation of sustainable development of the port system of Ukraine .
