Alexey Alekseevich Ugarov was born in Moscow in 1930. Graduated from the Moscow Institute of Steel and Alloys. He worked at the Cherepovets Metallurgical Plant and the Novolipetsk Metallurgical Plant. He began his career at OEMK as a chief engineer in August 1985, two months later he was appointed director. He was the head of the Oskol electrometallurgical plant for 26 years.

Alexey Alekseevich Ugarov - Honored Metallurgist of the RSFSR, twice winner of the RF Government Prize in the field of science and technology, had numerous state awards. In 1998 he was awarded the title of "Honorary Citizen of Stary Oskol", in 2000 - the title of "Honorary Citizen of the Belgorod Region".

The Oskol Electrometallurgical Plant is a unique enterprise of blast-furnace metallurgy in Russia. The plant operates a technology of direct reduction of iron and electric arc melting, which makes it possible to obtain steel free of harmful impurities and residual elements with minimal impact on the environment.
