The European Commission has informed EUROMETAL that the Carbon Dioxide Emissions Control Mechanism (CBAM) will fully enter into force on January 1, 2026, as planned, the European Steel Distributors Association notes.
In response to EUROMETAL's request for urgent clarification, the Directorate General for Taxation and Customs Union stated: "The date of entry into force of the CBAM is January 1, 2026, in accordance with EU law. This can only be changed by a legal proposal from the European Commission and with the consent of the European Parliament and the European Council. There is no such proposal yet."
This happened after market participants had repeatedly suggested in recent weeks that the introduction of CBAM could be postponed.
In one high-profile case, Danish stainless steel distributor Dacapo suggested last month that the measure would be delayed because several key variables, such as official tests and default values, remained unavailable. The International Association of the Carbon Dioxide Regulatory Mechanism (IACBAM) also stated that the timing of the CBAM implementation in its current form remains a major concern for many of its members.
The Commission is expected to publish the CBAM benchmarks in the fourth quarter. This will be accompanied by a legislative proposal extending the CBAM to subsequent products and introducing additional measures to prevent circumvention.
