Six European industry associations, the European Cement Association (CEMBUREAU), the Association of European Ferroalloy Manufacturers (Euroalliages), the European Steel Manufacturers Association (EUROFER), the European Metal Manufacturers Association (Eurometaux), the European Aluminum Association and the European Fertilizer Producers Association (Fertilizers Europe) have issued a joint statement welcoming the two-step timetable proposed by the European Commission. publication of benchmarks of the Carbon Boundary Regulation Mechanism (CBAM).
The approach provides for the publication of CBAM benchmarks based on the EU ETS benchmarks for 2021-2025 by the end of 2025, after which the final CBAM benchmarks for 2026-2030 will be published. The EU ETS benchmarks will be finalized early next year. The final values will be applied from January 1, 2026.
Ensuring transparency and industry consistency
According to the associations, this two-step process will ensure the highest level of predictability for industries covered by both the EU Emissions Trading System (ETS) and CBAM.
However, the associations called on the European Commission to immediately publish both the final ETS and CBAM criteria, which will ensure clarity and stability for businesses. They also called for the development of reliable benchmarks to prevent potential loopholes.
