GravitHy, a French manufacturer of low-carbon pig iron (HBI), Marcegaglia, an Italian manufacturer of rolled steel and pipes, and Elyse Energy, a company producing low—carbon fuels, signed a memorandum of understanding (MoU) to develop complementary industrial projects in Fos-sur-Mer, France, GravitHy said in a statement. statement dated February 4.

The agreement formalizes a general commitment to explore and develop industrial cooperation in the port and industrial zone of Fos-sur—Mer, creating a major European industrial center for environmentally friendly steel in the area.

The cooperation includes joint logistics, including railway infrastructure, as well as carbon capture and the consistent use of CO2 emitted by Marcegaglia for the production of Elyse Energy fuels. The companies will also cooperate in the field of water and energy resources, as well as in the creation of common energy storage systems.

GravitHy is developing a plant for the production of low-carbon HBI with a capacity of 2 million tons per year, which will be commissioned by 2030. The project will reduce emissions by about 90% compared to steel smelting in conventional blast furnaces.

Marcegaglia is in the process of modernizing the Fos-sur—Mer plant, which it acquired in 2024. After the modernization, which is scheduled to be completed by 2028, the plant will produce crude steel using electric arc furnace (EDP) technology. The plant's capacity will be 2.1 million tons of hot-rolled carbon and stainless steel coils per year, which will be sent for further processing to the Marcegaglia plant in Ravenna, Italy.

In 2025, Marcegaglia signed an agreement with Danieli, an equipment supplier, to supply equipment for the Fos-sur—Mer plant. Prior to the acquisition of the Fos-sur—Mer plant, Marcegaglia did not have carbon steel production facilities and relied on the import of slabs for rolling thick-rolled products and on purchases of HRC, mainly from outside the EU.

Elyse Energy, as part of its NeoCarb project, plans to start producing environmentally friendly chemicals from 2030, including methanol and environmentally friendly aviation fuel (e — SAF), using captured CO2 as a raw material.
