The European Commission has initiated a review of anti-dumping measures against imports of some welded pipes from Belarus, China and Russia after their expiration date, Kallanish notes in the Official Journal of April 17.
The investigation began following a complaint filed by the European Steel Pipe Association on January 16, which claimed that the termination of the measures was likely to lead to a repeat of dumping and damage to the EU industry.
The product in question covers welded pipes made of cast iron or non-alloy steel with a circular cross-section and an outer diameter of not more than 168.3 mm, with the exception of pipelines for oil and gas pipelines, casing and tubing used in drilling, precision pipes, as well as pipes and fittings with attached fittings for use in civil aircraft. Currently, products are sold under the CN codes ex 7306 30 41, ex 7306 30 49, ex 7306 30 72 and ex 7306 30 77, with the corresponding tariff codes 7306 30 41 20, 7306 30 49 20, 7306 30 72 80 and 7306 30 77 80.
The investigation will assess whether dumping and injury will continue or will recur if the measures expire. The review investigation period covers 2025, and injury trends will be studied starting in 2022. The investigation is expected to be completed within 12-15 months.
