November 11, Gerus said that in his opinion, 15 November the import of electricity in the trade zone of IPS of Ukraine will be terminated, because "importers have had enough losses." 18 September 2019, the Verkhovna Rada adopted the "amendment of Gerus" - amendments to the law "On electricity market" that had allowed the import of electricity from Russia and Belarus in the IPS of Ukraine on the basis of bilateral contracts.

Expansion of trade with the aggressor was criticized by a number of Ukrainian MPs and the media, after that 16 October the parliamentary Committee on energy and utilities has approved the bill No. 2236-2, which proposed to exclude the possibility of importing electricity from Russia for sale on the market of bilateral contracts, but the opportunity offered to leave for supplies from Belarus. Belarus, today, is not fully providing its own electricity, and therefore imports it from Russia.
