Prior to this, the government decided to resume the provision of targeted support for specific backbone organizations, which worked in 2020 as an anti-crisis measure. The case concerns guarantees from the state required when restructuring existing loans or entering into new agreements, and subsidies that reimburse costs.
To simplify participation in the program, potential customers are allowed not to be subjected to stress testing, which assesses the financial stability of an enterprise - applicant. This requirement was excluded from the list of mandatory conditions for concessional lending.
At the presidium of the government commission on improving the sustainability of the Russian economy, the Ministry of Industry and Trade, the Ministry of Agriculture, the Ministry of Transport, the Ministry of Energy, the Ministry of Construction, the Ministry of Digital Development, the Federal Tax Service received from Prime Minister Mikhail Mishustin an instruction to clarify the sectoral lists of backbone organizations.
