Verkhnyaya Pyshma (Sverdlovsk region)
October 3, 2018 President of the Russian Federation V.V. Putin signed law No. 350-FZ on amending pension legislation from January 1, 2019. The heads of organizations and the employees themselves had many questions about the application of the norms provided for by the federal program that guarantees benefits to pre-retirees, incl. on the right to undergo retraining or improve qualifications.
To clarify the mechanisms for applying state support, the procedure for obtaining subsidies and additional financing of measures aimed at reducing industrial injuries, the UMMC Technical University in the city of Verkhnyaya Pyshma organized a seminar “Development of the professional potential of individuals the pre-retirement age: new opportunities and mechanisms of state financing. ”
The conference hall of the engineering university gathered about a hundred representatives of personnel services from private, state and municipal enterprises the day before. The event became another in a series of free educational seminars of TU UMMC. This time, assistance in organizing and shaping the information agenda was provided by the Department of Labor and Employment of the Population of the Sverdlovsk Region, the Sverdlovsk Regional Branch of the Social Insurance Fund of the Russian Federation, and the Office of the Pension Fund of the Russian Federation in Verkhnyaya Pyshma. Information support was provided by the Chamber of Commerce and Industry of the Sverdlovsk Region, the Sverdlovsk Regional Union of Industrialists and Entrepreneurs, the Verkhnepyshminsky Employment Center, the administration of the Western Administrative District of the Sverdlovsk Region.
The main report was made by specialists of the Department of Labor and Employment of the Population Larisa Shilina and Vasily Agafonov (department of vocational training and vocational guidance). They talked about how employers can receive subsidies for vocational training and additional vocational education for persons of pre-retirement age. Such financial support in the amount of 54,065 rubles for a training course for one employee can be received by any enterprise interested in the professional development of employees who have five or less years left before retirement (including early retirement pension).
The key goal of this federal program is to preserve the employment of persons of pre-retirement age with secondary vocational or higher education. Professional training or advanced training programs for them can be implemented under an agreement between an enterprise and an educational institution of any form of ownership. Employees of the department also spoke about the mechanism of implementation of the federal project "Older Generation" of the national project "Demography" in the Middle Urals, in particular, about the effect of the Regulation on the organization of vocational training and additional vocational education for persons of pre-retirement age, approved by the Decree of the Government of the Sverdlovsk region No. 138-pp 27 February 2019.
Note that HR specialists from other regions of Russia are also interested in the practical application of the legislation: the remote communication channel organized by the Technical University of UMMC made it possible to include in the conversation representatives of industrial enterprises from Vladimirskaya, Kemerovskaya, Kurgan regions, Bashkortostan and Altai Territory.
The topic of state support for employees of the "silver age" was also touched upon in the report of the consultant of the professional risk insurance department of the Sverdlovsk regional branch of the Social Insurance Fund of the Russian Federation. Lena Shlapak. She spoke about additional financing of measures aimed at reducing occupational injuries and occupational diseases of persons of pre-retirement age.
From the message of the head of the Marketing and Sales Department of the Technical University of UMMC Nina Novikova, one could learn about the educational programs of an engineering university that have been developed and are ideal for projects of additional professional training for persons of pre-retirement age. In particular, the Technical University offers to train them in mentoring skills, to involve them in projects of "Lean Manufacturing", "Safety Consciousness" and, thus, take full advantage of invaluable production experience, preserve and pass it on to young employees in the interests of production efficiency.
