A large-scale reform of the certification system will start in March 2026. Rosaccreditation has announced major changes in the requirements for certification bodies and testing laboratories. We analyze the key innovations and give recommendations on how to prepare for the new rules.

Why are the requirements being tightened?

The reason for the reform is an increase in violations when issuing permits. According to Rosaccreditation data for 2025, more than a thousand cases of illegal issuance of certificates have been identified — a third more than a year earlier. The total amount of fines for unscrupulous certification authorities exceeded 87 million rubles.

The situation with children's goods and medical products is of particular concern. In 2025, more than 340 tons of dangerous products for children were withdrawn from circulation. At the same time, most of the seized goods had formally correct, but in fact fictitious certificates — the documents were issued without real testing.

What changes are coming into effect?

The phased implementation of the new requirements begins on March 1, 2026. The changes will affect more than 2,800 accredited organizations across Russia.

Key innovations include:

  • Mandatory video recording of product tests
  • Stricter qualification requirements for experts
  • Enhanced monitoring of testing laboratory protocols
  • Introduction of a traceability system for imported products
  • Expanding the powers of control bodies

Starting from September 1, 2026, new qualification requirements for experts will be introduced. And starting from January 1, 2027, all accredited organizations must fully comply with the updated standards. Non-compliance will lead to the suspension of the accreditation certificate.

How will this affect the business

For entrepreneurs and manufacturers, the reform means several important consequences. Firstly, the product certification procedure may take longer due to additional checks. Secondly, the cost of accredited centers is likely to increase — the cost of video recording and enhanced monitoring will be included in the price.

At the same time, bona fide manufacturers have nothing to fear. The reform is directed against those who receive certificates without real tests. Companies that honestly go through all the procedures will continue to operate normally.

What happens to the simplified declaration

In parallel with the tightening of controls, the government has extended the simplified conformity assessment procedure until September 1, 2026. This measure allows businesses to import spare parts, components and raw materials, bypassing lengthy laboratory checks.
