The Draft Subsoil Code of Ukraine was developed with the aim of bringing the legislation of Ukraine in the field of subsoil use to the requirements of the framework legislative acts, as well as eliminating the double administrative burden on business and abolishing mechanisms and tools that lead to the possibility of corruption factors. As of today, only 16.8 percent of all discovered mineral deposits have been developed in Ukraine. According to the Ministry of Ecology, one of the main reasons for such a weak development of the domestic sphere of subsoil use is its imperfect, unsystematic and non-transparent regulation. The adoption of the Code of Ukraine on Subsoil will have a positive impact on the market environment, ensuring the protection of the rights and interests of business entities, citizens and the state; regional development, increasing or decreasing the capacity of territorial communities; the labor market and the level of employment of the population, according to the explanatory note to the draft Code.
