This recommendation is based on existing guidelines and European Council conclusions and the Political Declaration agreed between the EU and the UK in October 2019.

as a next step the EU Council should adopt the draft guidelines on negotiating. This will officially authorize the Commission to begin negotiations as a mediator.

"Our task will be to protect and promote the interests of our citizens and our Union, trying to find solutions that respect the choice of the UK," said Michel Barnier, chief negotiator of the European Commission.
