By the Decree of the President of Ukraine Volodymyr Zelensky No. 306/2021 dated July 23, 2021, the decision of the National Security and Defense Council (NSDC) of Ukraine dated July 16, 2021 “On stimulating the search, extraction and processing of minerals of strategic importance for sustainable development of the economy and defense of the state. ”
Recall that the National Security and Defense Council of Ukraine proposed a list of 37 metal ores and non-metallic minerals that are of strategic importance for the sustainable development of the economy and the state's defense capability.
In particular, iron ore, aluminum ores, ores containing manganese and nickel, as well as all rare earth metals have been declared strategic raw materials.
The Cabinet of Ministers of Ukraine is instructed, within two months, to approve the list of subsoil plots that are of strategic importance and which will be provided for use under the terms of product distribution agreements, plots that will be provided for use through auctions for the sale of special permits for use, and ensure that the site lists are updated annually.
It was also instructed to submit to the Verkhovna Rada a number of bills - on amending the Code of Ukraine on Subsoil, on amending some laws of Ukraine regarding the granting of the right to the central executive body implementing state policy in the field of geological exploration and rational use of subsoil, to stop action and revoke special permits for the use of subsoil without going to court.
