Chaired by the acting Konstantin Gura, Chairman of the State Energy Efficiency Agency of Ukraine, held the first online meeting of the working group on the implementation of a system for guaranteeing the origin of energy from renewable sources.

The working group included representatives of the Ministry of Energy, the Ministry of Economy, the Ministry of Finance, NKREKP, Ukrenergo, State Enterprise "Guaranteed Buyer", bioenergy associations of Ukraine, the Association of Solar Energy of Ukraine, the Office of the Renewable Energy Ambassador and other stakeholders.

As you know, in the EU, guarantees of origin are aimed at disclosing information to consumers or customers about the source of energy they consume. Thanks to this, consumers can consciously use precisely "clean" energy. The entire process of issuing a guarantee is carried out electronically.

Many countries already have experience in this area. Moreover, 24 EU countries have introduced this system and merged into the Hub of Associations of Issuing Authorities, and another 6 countries are in the process of joining.

“Taking into account the international obligations for the implementation of the twenty-eighth EU Directive, Ukraine also needs to provide such a system for issuing guarantees of origin. Therefore, today we need to work out solutions to eliminate technical and organizational barriers in this matter, "- K. Gura said.

A guarantee of origin is actually a confirmation of the use of "clean" energy. This is extremely important, for example, when manufacturing products for export to the EU countries, where a tax on imported carbon intensive products is planned.

“In addition, an important issue is the introduction of guarantees of origin for biomethane, since today it will open up opportunities for its export to the EU,” commented Y. Shafarenko, Deputy Chairman of the State Energy Efficiency Agency.

During the meeting, the participants discussed international obligations, necessary legislative changes, technical aspects and further steps to introduce a guarantee of the origin of energy from renewable sources in Ukraine.
