The Antimonopoly Committee of Ukraine (AMCU) acknowledged that admissible state aid to JSC "Ukrzaliznytsia " (UZ) for the renewal of passenger rolling stock in 2021-2023. is UAH 40.4 billion.
The corresponding decision of the AMCU dated June 11, 2021 No. 369-r was published on the committee's website.
The decision, in particular, notes that this year has already allocated funds for the purchase of passenger cars in the amount of UAH 3.288 billion, in 2022 the state may allocate UAH 16.072 billion for these purposes, in 2023 - another UAH 21.075 billion.
In addition, the AMCU noted in its decision that in the near future it is planned to resolve a number of issues on the organization of passenger traffic in accordance with the Association Agreement with the EU. In particular, by 2022, an agreement should be concluded between the Ministry of Infrastructure and UZ on the organization of the provision of services for the carriage of passengers by rail in domestic traffic. It clearly defines the obligations for the provision of UZ services, the validity period and conditions for the acquisition of rolling stock. It also requires the development and approval of a regulatory or administrative act on the methodology for calculating compensation for the provision of passenger transportation services.
"We welcome the decision of the AMCU on the recognition of admissible state aid to allocate funds from the state budget for the renovation of passenger cars. This gives us the opportunity to continue the implementation of the state program for the modernization of the company. global practice, which gives the railway the opportunity to develop and provide quality services for the transportation of passengers. I hope that these funds will be provided in the budgets of the next years, "- said the acting director. The "Ukrzaliznytsia " note that the company plans to purchase 100 passenger cars in 2021 for the funds of the state budget, and in the next two years, 568 cars, 5 high-speed trains, 43 suburban electric trains and 18 suburban diesels may still be purchased -trains, subject to the allocation of the indicated amounts of funds.
As reported, UZ on June 14 announced a negotiation procedure for the purchase of passenger cars and the implementation of the corresponding budget program for the renewal of passenger rolling stock. The delivery of the first batch of cars is planned for this year.
