Kazakhstan banned the export of scrap metal from the country after May 6, 2022

The restriction on the export of metallurgical raw materials was established by order of the Minister of Industry and Infrastructure Development of the Republic of Kazakhstan dated April 21, 2022 No. 224 "On some issues of transportation of scrap and waste of ferrous and non-ferrous metals", which comes into force on May 6, 2022.

In Kazakhstan, from May 6, 2022, a ban will be introduced on the export of scrap and waste of ferrous and non-ferrous metals from the territory of the country. This is stated in the order of the Ministry of Industry and Infrastructure Development of Kazakhstan.

The document explains that the ban will be introduced for six months on the export of scrap and waste by all modes of transport. The purpose of the measure is to support the metallurgical enterprises of Kazakhstan in the issue of raw material supply.

“Goods placed and released under the customs export procedure in accordance with the customs legislation of the Republic of Kazakhstan and the EAEU prior to the entry into force of the order are subject to unhindered export from the territory of Kazakhstan,” the SRC noted.

According to the order, from May 6, 2022, it is prohibited:

  • Export from the territory of Kazakhstan by all types of transport of scrap and waste of non-ferrous metals (TN VED EAEU codes 7404 00, 7602 00, 7802 00 000 0), as well as used lead batteries, waste and scrap batteries (TN VED EAEU codes 8549 11 000 0.8549 120000.8549130000.8549140000.8549190000);
  • export from Kazakhstan by road and sea means of transport of scrap and waste of ferrous metals (codes TN VED EAEU 7204), as well as pipes, rails, elements of the railway track and rolling stock that were in use (code TN VED EAEU 7302, 7303 00, 7304, 7305, 7306, 8607), with the exception of used elements of rolling stock imported into the territory of the Republic of Kazakhstan for repair and exported back, as well as exported from the territory of the Republic of Kazakhstan for repair and imported back by road (EAEU TN VED code 8607 19 100 1, 8607 19 100 9, 8607 19 900 9, 8607 21 1009 , 8607 21 900 9, 8607 30 000 0, 8607 99 800 0, 8607 29 000 0, 8607 12 000 0).

Recall that in 2021, Kazakhstan adopted an action plan for the raw material supply of metallurgical enterprises of the EAEU states for 2021-2024. The document contains systemic measures - from the implementation at the national level of measures aimed at stimulating the collection and procurement of scrap, to optimizing logistics, introducing innovative (environmentally friendly and energy-saving) technologies for processing scrap metal.
