In Norilsk, the director of the enterprise was detained in the case of the death of three people as a result of a collapse in a crushing shop at an enrichment plant, the ICR reported. According to the investigation, he knew that the building was in an emergency and limited working condition, but did nothing to prevent the death of people.
Factory collapse happened on February 20 during the works to strengthen the structures of the workshop. The head of "Norilsk Nickel " Vladimir Potanin on the same day made the factory management responsible for violations of safety regulations and industrial safety standards during these works. On February 21, it became known that in connection with the deaths of workers, four people were detained - employees of the contractor company that was doing repairs at the factory, as well as from the factory management.
In 2018, specialists from Moscow came to the conclusion that part of the building's structures in the workshop is in a limited working condition and that the identified defects and damage must be repaired by December 2019 and December 2020. "However, these recommended activities were not implemented, " - noted in the UK.
The long inaction of the responsible employees, who became suspects in the criminal case, led to a further deterioration in the technical condition of the shop structures and, as a result, to the collapse.
The director of the factory, according to the investigation, "did not take measures to suspend the work carried out in violation of industrial safety requirements, which resulted in the collapse of the structure of the ore transfer unit and two adjacent elevated pedestrian galleries ".
The criminal case is being investigated under part 3 of article 216 of the Criminal Code - about violations during construction work that led to the death of people. In addition to the director of the factory, the defendants in the case were the head of the factory department for technical supervision, the chief engineer and the head of the crushing shop, as well as an employee of the repair and construction trust "Norilsknickelremont ", responsible for allowing employees to work. Two persons involved in the case were arrested.
Investigators questioned two dozen witnesses and eyewitnesses, ordered eight examinations, conducted two inspections of the scene, as well as eight seizures of documents and searches.
