NAEK "Energoatom" has addressed in Antimonopoly Committee of Ukraine (AMCU) due to possible anti-competitive actions by importing electricity from Russia and Belarus in the energy market "day ahead", which made it impossible to implement the declared amount of electricity with other market participants, including "Energoatom", and also about the possible violations of the law the transmission system operator "Ukrenergo", which caused damage to Naaku. This is stated in the letter of the President of "Energoatom" Yuri Nedashkovsky in the AMC.
According to the document, a copy of which is available on ExPro "Energoatom" considers it necessary to draw the attention of the AMC to the situation observed in the relevant market since the beginning of November. For example, November 4, early in the morning, observed the situation, when some sellers were represented accepted by the operator of the market bid price, which was significantly less than the bid price of NNEGC "Energoatom", which today has the lowest reasonable price for electricity.
NAEK "Energoatom" considers that market participants that have a commercially reasonable opportunity to apply for the sale of electricity "for days forward" at a price lower than that set price limit for off-peak hours of IPS of Ukraine, is SE "Guaranteed buyer", JSC "Ukrhydroenergo" and NAEC.
"Considering the economic feasibility, JSC "Ukrhydroenergo" in the normal operation of IPS of Ukraine does not sell electric energy PSP night. All other market participants, in our opinion, have no economically justified possibilities to apply for the sale of electric energy at prices below the limit price of the sale established for the peak hours of IPS of Ukraine", - said in the letter.
At the same time, Energoatom cites that in the period there is electricity imports from Belarus and / or Russia in size from 487 to 983 MW-hour.
"Given the above, there is reason to believe that such applications for the sale of electric energy could be submitted by market participants that carry out electricity imports from Belarus and the Russian Federation", - said in the letter.
Thus, the "Energoatom" considers that the actions of such market participants give reason to consider them anticompetitive, such which made it impossible for selling, the claimed amount of electrical energy on the RDA of most market participants, including "Energoatom".
