According to the Association of metallurgical enterprises Ukrmetallurgprom and several other industrial associations in the country, "uz" formally reacted to the recommendations of the Antimonopoly Committee of Ukraine (AMCU) conducted simulations of the discussion comments of customers and introducing some minor changes to the contract. The postponement of the date of the enactment of a new Treaty with 01.04.2020 on 01.06.2020, and later on 01.07.2020 of "Ukrzaliznytsya" is not due recommendation of the AMC, but only compliance with the quarantine restrictions, said in a joint statement manufacturers.
Association stated that the situation with the draft of the contract on rendering services on organization of transportation of goods by rail has not changed. Required to consider the recommendations of the AMC, according to the final edition of the Treaty "Ukrzaliznytsya" is not fulfilled, said Ukrmetallurgprom.
Given such a blatant disregard of market requirements and recommendations of the Antimonopoly Committee of Ukraine by JSC "Ukrzaliznytsya", representatives of business, orders which provide more than 90% of rail freight, sent a joint letter to the Prime Minister Denis Shmyhalou, the head of the Office of the President Andriy Yermak, Secretary-General of the national security Council and defence of Ukraine Oleksiy Danilov, Chairman of the Verkhovna Rada Committee on transport Yury Kisel with a request to cancel scheduled for July 1, 2020, the introduction of a new Treaty of "Railways" for the provision of services in organization of freight transportation by rail.
The joint statement, which was attended by leading logistics specialists, lawyers of the largest enterprises of Ukraine, signed by heads of the Enterprises "Ukrmetallurgprom", Federation of metallurgists of Ukraine, Union of chemists of Ukraine, Association of manufacturers of ferroalloys "Ukrainian Academy of pharmacy" and the Association "Ukrcement" and the Federation of employers of Fuel and energy complex.
Given the obvious inconsistencies of the provisions of the new Treaty and its contradiction to the current legislation, require the Association to cancel its introduction until the completion of the revision based on the comments of owners. At the time of finalizing the wording of the new agreement, the Association consider it necessary to extend the current contract for the provision of services in organization of freight transportation by rail.
