the Verkhovna Rada adopted the Law "on basics of monitoring, reporting and verification of greenhouse gas emissions", which determines legal and organizational basis of functioning of system of monitoring, reporting and verification of greenhouse gas emissions in Ukraine.
the Document was developed by the Cabinet of Ministers under the leadership of Vladimir Groisman and aimed at the implementation of Ukraine's commitments under international treaties, in particular the Association Agreement between Ukraine, on the one hand, and the European Union, the European atomic energy Community and their member States, on the other hand, as well as to fulfill the requirements of the framework Convention United Nations on climate change and the Paris agreement.
the Law defines the legal framework and powers of state authorities in monitoring, reporting and verification, and the organization and implementation of monitoring, reporting and verification. Also, the law stipulates the main aspects of administrative services in this area and specified the rights and obligations of the operator and verifier.

As confirmed by the experience of the member States of the EU, the system of monitoring, reporting and verification is an important element and condition for the introduction of market or non-market mechanisms to promote the reduction of greenhouse gas emissions.
the Law creates a framework for independent verification of the reports of the operator on emissions of greenhouse gases and will contribute to strengthening the control of emissions of greenhouse gases and to receive the objective information on them, and also an important step towards the fulfilment by Ukraine of its obligations under the Agreement.
in addition, the system of monitoring, reporting and verification is an important element and condition for the introduction of the market system (cap-and-trade for greenhouse gas emissions) and / or non-market mechanisms to contribute to the reduction of anthropogenic emissions of greenhouse gases, which is extremely important in the struggle for climate change.
