14 January 2019, the Verkhovna Rada of Ukraine in the first reading supported the draft law "On amendments to some legislative acts (regarding the legalization of the market of metallurgical raw materials and operations with scrap metal)" № 2426 (from 12.11.2019). Voted 313 deputies.
the Bill creates the conditions, when Ukrainians will be able freely to scrap in the legal collection points, respectively, will be made official jobs, reduced corruption component.
Main innovations of the bill:
- cancel separation of scrap metal for industrial and domestic;
- simplified requirements for scrap (reduced the list of necessary equipment);
- repealed the ban on cash payments for scrap metal with individuals;
- ordered measures of state supervision (control);
- abolished the acts of the surveys, which are issued by the local state administration;
- settled a legal conflict in terms of responsibilities for the implementation of operations with scrap metal.
- simplification of procedure of reception of scrap metal from individuals to stimulate the increase in the procurement of scrap (strategic raw materials for the metallurgical industry) and to the withdrawal of market participants from the shadows;
- increase revenues to the state budget in taxes from legal economic activities;
- the elimination of corruption factors.
as a result of expected economic benefits:
the Bill also provides for the abolition of criminal liability for lack of business entities that are engaged in operations with scrap metal in the respective state, which no longer exists.
Work on this bill was held in the framework of the working group on preparation of draft legal acts in the sphere of regulating the activities of scrap metal created in the economy.
