energy Market in Ukraine can be not really a market after the deputies took as a basis the draft Law "On amendments to the Law of Ukraine "On electricity market". The bill, in order to prevent an uncontrolled increase in electricity prices proposed for the period until July 1, 2023 to grant the right for the Regulator to set maximum prices on the market"for days forward" (RSV), vnutricletocnam Ryn (VDR) and the balancing market for each trading area.
the Head of Minamaneho Alexey Ariel noted that the bill gives the possibility to set tariffs for power plants that have already started the heating period, and provides important elements in the electricity market.
"the Bill gives an opportunity to eliminate the deficit in the electricity market", - said the Minister.
the bill, according to Minamaneho, it is also necessary in view of the fact that the issue of CHP in the new electricity market today is troubled with the beginning of the autumn-winter period. Most CHP proved to be uncompetitive. The bill is entitled the Regulator temporarily, for the period up to April 1, 2020, to set the tariff for electricity supply to manufacturers with a combined production of electric and thermal energy on thermal power plants, in the cases stipulated by a decision of the Cabinet of Ministers of Ukraine on imposing special obligations (PSO).
with the aim of overcoming the artificially created shortage in the market "for days forward", the bill is entitled the Regulator to take a decision on mandatory submission by the producers of the proposals (bids) for sale of electric energy on the market "for days forward".
In particular, the bill proposes to add a provision which provides for the direction of a guaranteed buyer the difference between the revenues and expenses incurred during the fulfilment of special obligations to ensure public interests in the operation of the electricity market, for ensuring coverage of their own economically justified costs for the performance of special duty relationships for the purchase of electric energy by the "green" tariff and the auction price.
These provisions are not provided for in the current version of the Law of Ukraine "On electricity market", which regulates the legal, economic and organizational bases of functioning of electricity market and also the relations connected with the purchase and the sale and supply of electricity, concluded in Minamaneho.
According to the head of the Independent trade Union of miners of Ukraine Mikhail Volynets, innovations integration violate Ukraine's commitments to the European Union and the desire of Ukrainians for a better life. He reminded that previous amendments to the law "gave permission for the purchase of electricity from Russia and lead to the destruction of the domestic coal industry and thermal power generation".
1 July launched a new model of the electricity market in accordance with the provisions of the law "On electricity market", adopted by the Parliament in April 2017 in the performance of Ukraine's obligations under the Third EU energy package.
the Law "On electricity market" provides for the introduction of new market model that includes a number of segments: bilateral contracts market, the market "day ahead", vnutricletocny market, balancing market and ancillary services market.
