For the period of quarantine and a month after it, it is prohibited in Ukraine to disconnect consumers from utilities, as well as charge them with fines and penalties for delay or non-payment of the cost of these services.

High level of non-payment for electricity could lead to a collapse in the energy sector of Ukraine

The high level of indebtedness of the population and other electricity consumers during the period of quarantine measures can lead to a shortage of funds along the chain from suppliers to generating companies, as a result, the generation will not have funds to buy fuel, carry out repairs, make payments to personnel, which, as a result, may lead to a collapse in the energy sector of Ukraine. This commentary for the agency ExPro was provided by Donbasenergo with reference to the words of commercial director Oleg Larionov.

“The first to feel this blow will be the universal service providers Supplier of last resort, then the electricity producers themselves, who will not receive funds for commercial products, therefore, will not be able to purchase fuel, carry out repair programs, pay creditors and staff. A high level of non-payment for electricity can lead to a collapse in the domestic energy sector and the country's economy as a whole, ”the company noted.

Donbasenergo also believes that the growth of non-payments for electricity will have negative consequences for both the power industry and related industries - coal mining, railways, etc.

According to Larionov, the actions of the government and parliament during the quarantine period should be aimed not only at curbing the spread of coronavirus infection, but also at supporting basic industries, including through targeted budget support for vulnerable segments of the population and strategic enterprises. p>

"In our opinion, solutions that allow not to pay for consumed electricity are generally unacceptable, especially at this difficult time for the country," the company noted.
