the Participants of the working group at the Expert Council on developing competition in the metallurgy field of the Antimonopoly service, FAS Russia, was a model of market valuation of rebar, developed by the analytical Agency Metals & Mining Intelligence (MMI) together with the FAS of Russia

Presented the current model of the analysis of prices for rebar Ilya Kolomeets, Director of business development and consulting practices of the Agency Metals & Mining Intelligence. To date, it takes into account market conditions, range to monitor prices, features pricing parities of the prices on the adjacent markets, etc.

Opening the event, head of Department of control of industry FAS of Russia Nelly Galimkhanov noted that market participants repeatedly discussed the creation of multivariate models of analysis of market prices of rebar:

"the Purpose of its creation, lies primarily in the fact that we could work on prevention. We often complain about rising prices in the markets of metallurgical products. And the rebar is a classic example of the market in which we annually see a sharp increase in such cases. The price increase may not be linked to abuse of market power in a particular market, but may be due solely to market factors. Auto factors is one of the key objectives of the system of price analysis".

According to the head of Department of control of industry FAS of Russia, the existence of such system analysis will allow to reduce antitrust risk, including by:

  • availability of information about the balance of supply and demand in the market;
    • the availability of operational information through the use of publicly available sources of information;
      • improved monitoring of market prices of rebar.

      in addition, the development of the system will reduce the administrative burden on enterprises, and Antimonopoly service.

      At the end of the event the participants of the working group was requested within one month to consider the model and also to submit their proposals to the competition authority.

      "If the system proves its effectiveness, we will be able to implement it for the analysis of prices throughout the steel industry," concluded Nellie Galimkhanov.
